International Defence Course.

 

The International Defence Course is annually held at the Palace of Congresses and Exhibitions in Jaca (Huesca) and deals with current issues related to Security and Defence.

Both preparation and execution are carried out by the Academia General Militar and the University of Zaragoza, with the support of different public and private institutions especially by the Government of Aragón.

The presentations of the course are carried out by prestigious national and international speakers. Organized by the Academia General Militar and the University of Zaragoza, year after year, this course aims to encourage the participation of attendees, seeking to join efforts to better assimilate the content transmitted.

‘Hybrid threat: the unpredictable warfare’

There are many definitions of the concept ‘Hybrid threat’. Let’s use here the one suggested by Hoffman in 2009: ‘Any adversary that simultaneously employs a tailored mix of conventional weapons, irregular tactics, terrorism, and criminal behavior (organized crime and cybercrime) and  information and misinformation in the same time and battlespace to obtain their political objectives.”

What this concept represents is something as old as the history of war, but nowadays, because of the enormous progress of new technologies and the global world in which we live, these kind of actions have become increasingly important and highly topical.

The hybrid threat seeks to exploit the weak points of those who are considered enemies. The key to this type of confrontation lies in the perception and adaptation of the strategy to the ‘battle of ideas’, looking for the most favorable ‘stories’ to break the legitimacy of the opponent by shaping the national and international opinion agenda through the intensive use of mass media and social networks so as to create an unfavorable perception in the adversary and override their will to win.

The existence of this new threat leads us to think that although it is obvious that we are not at war, neither can we say that we are in peace, PEACE in capital letters, since many events that take place far from our borders can have a significant influence on our security and in our way of life.

As we are convinced of the permanent need to know and find out what happens in our surroundings, this activity will be complemented with the presentation of the current security scenario, both globally and more closely in Europe, as well as taking a look into the future, dealing with issues such as the upcoming smart weapons and their ethical use.
