‘The Horizontal Career from the Military Perspective’

The Deputy Directorate on Research –within the framework of the Directorate on Doctrine, Organisation and Materials- organised a seminar on ‘The Horizontal Career from the Military Perspective’, on 25th and 26th October, in the ‘Capitanía General’ building in Granada, headquarters of the Training and Doctrine Command. 

The military profession is a specific figure that is developed according to Law 39/2007 of 19th November.  In its article 5, this law established a direct link with the Basic Statue of the Public Employee (Law 7/2007 of 12th April), in an intent to bring to the Military Career those ‘principles and regulations of general application’ for personnel at the service of the General State Administration that do not go against the specific military figure.  From this link it appears that the military career consists of a ‘vertical promotion or vertical career’ and a ‘horizontal promotion or horizontal career’. 

Due to this, these days there has been discussion in Granada on the scope and limitations of this link between the Statue of the Public Employee and the Law on the Military Career, as well as the possible applications of the horizontal career for military personnel. 

In the seminar, which has been presided over by the Training and Doctrine Command’s Director of Research, Doctrine, Organisation and Materials, General Alfredo Ramírez, various civilian speakers, specialists in Administrative Law, have participated along with military jurists of well-known prestige, as well as military specialists in Human Resources.  These experts  have had the department head of Administrative Law at the University of Granada, Prof. Rafael Barranco, as moderator.
