A new command and control concept

The Command and Control concept will change in 2035. We are used to a model of large general headquarters with a great logistics trail and modern information and telecommunication systems—with increasing processing capacity and bandwidth—that present important vulnerabilities before technologically advanced enemies. That is why is being considered a new concept that allows synchronising the effects of subordinate units in a downgraded electromagnetic environment, taking this enemy profile into account. Leadership is based upon the initiative to accomplish the mission, assuming intermittent liaison losses. The general headquarters concept must get rid of obsolete concepts and materials, reducing its size without sacrificing efectiveness. This will be achieved by detaching itself from certain skills (planning, intelligence analysis, or logistics support, among others.)

 

Command system

 

The Command System of the 2035 Brigade will be based on two equal and very limited tactical command posts, that will deploy in operations areas, and a reachback command post, that will be deployed in national territory. From the Tactical Command Posts (PC TAC), operations will be directed, while the Reachback Command Post will plan 72 ahead, assess, carry out certain logistics support activities, intelligence analysis and information-related activities (such as cyberdefence.) Both Tactical Command Posts will have as main features: a lighter footprint, dispersion, redundancy, protection and mobility.

A lighter footprint will make its detection more difficult (smaller size, zero emissions and reduced consumption). The dispersion of the two PC TAC will provide greater survival to the Command and Control System with the use of collaborative tools. Both PC TAC will serve as back-up to bring more continuity to the operations in case of failure or destruction. The information distributed on the cloud will complete this capacity. Protection will be guaranteed carrying the minimum amount of means at the vanguard, keeping eveything essential protected in the rear. Traditional protection will be supplemented by active cyberdefence and electronic warfare monitoring and protection systems. Mobility will be crucial, especially in the lower echelons. The Command Posts will be set up over vehicles, in order to move, as soon as possible, from the concept of operating with a high level of mobility, in short and quick leaps, to doing it in continuous movement.

For all the aforementioned features, modularity will be an essential requirement in PC TAC organisation. These will be divided into two cores (future operations and ongoing operations). This will imply having four planning/driving elements, providing greater flexibility in task distribution and leaping.

On the other hand, each PC will be divided into six functional parts (namely, information, manoeuvres, intelligence, firing, protection and logistics support activities), and they will have to be able to operate 24/7.  The majority of the personnel will belong to the General Headquarters of the Brigade, supported by personnel from the Command Senior Staff of the Regiments, or, if applicable, expert staff in non-organic Brigade capacities (cyberdefence, electronic warfare, air support, etc.) During the leaps, support will be found in the CIS means, preventing personnel transfer and reducing vulnerability.

UNIFIED NETWORK

The aim is to ensure an available and reliable network to obtain an uninterrumpted conectivity in congested scenarios (megacities and sub-megacitites.) It will accelerate decision processes by managing a huge volume of information using Artificial Intelligence and Big Data.

 

JOINT INTEROPERABILITY AND ACCESSIBILITY TO THE COALITION

2035 Brigade must operate jointly with partners, allies and joint forces.

 

UNIQUE AND INTUITIVE COP

It will be necessary to have a Common Operational Picture (COP) that can be easily operated and maintained at user level (non-technical operator), also capable of incorporating augmented reality.

COP is a command and control tool that shows on the screen the updated location of their own soldiers and of the enemy. For its part, augmented reality makes possible the display of a real physical scenario through a technological device, providing extra digital information.

 

MOBILITY AND CAPACITY FOR SURVIVAL OF PC'S

Deployability, reliability, geographical mobility and capacity to reduce emissions to the electromagnetic space of the Brigade Command Posts, tending to zero, must be ensured.

BRIGADE WITH ITS SUBORDINATE UNITS

They will be mainly based in the combat-net-radio, RRC (HF and V/UHF), supplemented by satellites in movement, tactical internet (based on Long Term Evolution, LTE), allowing a permanent information flow. Its functioning will be tested at the Brigade Logistics Centre.

 

AMONG BRIGADE COMMAND POSTS

It will be mainly based on the ground segment by means of radiolinks, supplemented with satellites established by the transmission centres of Command Post of the Transmissions Company of the Brigade. It will also have satellite stations in movement.

 

IN SMALL UNITS

They will be based on the Radio Resource Control (RRC) protocol with high VHF and UHF capacity. HF means will be available for internal liaison in those units which require so due to their special features or liaison distances.

 

EXPERIMENTAL STAGE

 

A new command and control concept

The 2nd Spanish Legion Brigade 'King Alfonso XIII' has been appointed by the Chief of Staff of the Army as executive unit in the experimental stage of the new concept of brigade. After the initial assessment, this was considered to be the most advantageous option, since it was the one which needed less support.

It is a very disciplined unit, with wide experience in operations abroad. It is based in Viator (Almería), where the weather remains stable throughout the year, a feature which favours continuity in the tests. Another factor for its selection is that the majority of this Brigade is based in one of the manoeuvres and shooting camps of the Army, provided with modern facilities for training.

Another factor to be taken into account was its proximity to the centre for research, analysis and thinking of the Army, the Training and Doctrine Command, based in Granada. This centre will be in charge of the methodological supervision of experience collection and its subsequent analysis for its dissemination, or the application of corrective measures, in case it is necessary.
